The Chair called the meeting to order at 2:36 p.m in the Council Chamber, 437 Old Mammoth Road, Suite Z, Mammoth Lakes.

The Public Comment portion of the agenda provides the public with an opportunity to address the Commission on matters not otherwise listed on the agenda. Under California law the Commission is prohibited from generally discussing or taking action on items not included in the agenda; however, the Commission may briefly respond to comments or questions from members of the public. Therefore, the Commission will listen to all public comment, but will not generally discuss the matter or take action on it. Requests for service from the Town may also be made at the Town offices during regular business hours. Members of the public desiring to speak on a matter appearing on the agenda should ask the Chair for the opportunity to be heard when the item comes up for Commission consideration.

John Milne spoke about his concerns with the proposed plans for the Community Center Tennis Courts. There was discussion among members of the Commission, staff, and Mr. Milne. 

Vice Chair Chesak arrived at 2:42 p.m. 

Parks and Recreation Director Stuart Brown announced that Mark Bell was promoted to Recreation Supervisor and Andrew McEachron was promoted to Community Recreation Center Supervisor.

Parks and Recreation Director Stuart Brown, Parks Manager Warren Boling, Recreation Manager Kat Kelly, and Recreation Supervisor Doug Gebhart outlined the information in the staff report. There was discussion among members of the Commission and staff. 

Recreation Manager Kat Kelly outlined the information in the staff report. There was discussion among members of Council and staff. 

Commissioner Wisner reported that he had talked to community members about the proposed tennis court surface.

Chair O'Connell said that Office of Outdoor Recreation Manager Lawson Reif was very proactive about his wayfinding signage concerns. 

There was discussion among members of the Commission and staff. 

The May agenda will include the Whitmore Pool Operating Plan and an overview of the budget. 

The Parks and Recreation Commission will adjourn to a regular meeting to be held on May 2, 2023.

The Commission adjourned the meeting at 3:59 p.m.
