The Chair called the meeting to order at 2:30 p.m. in the Council Chamber, 437 Old Mammoth Road, Suite Z, Mammoth Lakes.

The Public Comment portion of the agenda provides the public with an opportunity to address the Commission on matters not otherwise listed on the agenda. Under California law the Commission is prohibited from generally discussing or taking action on items not included in the agenda; however, the Commission may briefly respond to comments or questions from members of the public. Therefore, the Commission will listen to all public comment, but will not generally discuss the matter or take action on it. Requests for service from the Town may also be made at the Town offices during regular business hours. Members of the public desiring to speak on a matter appearing on the agenda should ask the Chair for the opportunity to be heard when the item comes up for Commission consideration.

Sandy Hogan thanked the Commission for touring the community tennis courts last month.  She spoke about the pending repairs of two of the courts and voiced concerns about which courts would be multi-use and which would be just for tennis.

Commissioner Wisner joined the meeting at 2:32 p.m.

Trails Manager Joel Rathje outlined the information in the Mammoth Lakes Trails System (MLTS) Trails Update. There was discussion among members of the Commission and staff. 

Parks and Recreation Director Stuart Brown, Recreation Manager Katrina Kelly, and Recreation Supervisor Doug Gebhart outlined the information in the 2022 Annual Program, Facility, and Activities Presentation. There was discussion among members of the Commission and staff.

Sandy Hogan complimented the staff on the programs they had developed for our community.

Parks and Recreation Director Stuart Brown and Recreation Supervisor Doug Gebhart outlined the information Monthly Department Report. There was discussion between members of the Commission and staff.

SPEAKING FROM THE FLOOR:

Sandy Hogan spoke about the history of Mammoth Lakes Recreation (MLR) and the improvements she had seen in the organization and the programs it manages since Program Director Kim Anaclerio took over.

There was discussion among members of the Commission and staff.

CONSENSUS:

There was consensus from the Commission to discuss the items in the staff report as well as adding  a "What we can do together?" discussion at the upcoming joint workshop with MLR. The Commission also requested a bullet point list of MLR's major accomplishments and efforts, and a discussion regarding the frequency of future joint meetings.

There were no reports given at this time.

Commissioner Newbry requested informational training for new Commissioners at a future meeting.

The November meeting agenda will include the workshop with Mammoth Lakes Recreation (MLR), the Ice Rink Operating Plan, the Capital Improvement Plan (CIP) and Deferred Maintenance Program, the Monthly Department Update, and a Community Recreation Center (CRC) update.

The Parks and Recreation Commission will adjourn to a regular meeting to be held on November 1, 2022.

The Commission adjourned the meeting at 5:39 p.m.
