The Mayor called the meeting to order at 4:01 p.m. in the Council Chamber, 437 Old Mammoth Road, Suite Z, Mammoth Lakes.

Rob Patterson led the flag salute.

Mark Davis spoke about progress with affordable housing and fee reductions for housing.

Sandy Hogan sent an email in support of Agenda Item 8.3.

There were no additions to the agenda.

Community and Economic Development Director Sandra Moberly gave an update on The Parcel.

Police Chief Al Davis and Assistant to the Police Chief Christina Ackerman presented the Police Department's new page regarding the MLPD Bear Beat and gave a wildlife update on behalf of Code Enforcement Officer Rick Bellis. There was discussion among members of Council and staff.

Public Works Director Haislip Hayes gave an update regarding current public works projects. There was discussion among members of Council and staff.

Administrative Services/Finance Director Rob Patterson gave an update regarding current finance activities.

Parks and Recreation Director Stuart Brown gave an update regarding parks and recreation activities.

Police Chief Al Davis spoke about Halloween activities offered by the MLPD.

Matias Bernal, Wild Iris Executive Director,  introduced himself, spoke about his background, and gave a history of the Wild Iris program. Mr. Bernal gave an update on current Wild Iris operations. There was discussion among members of Council and Mr. Bernal.

Mayor Sauser read a portion of the proposed proclamation.

Town Manager Daniel C. Holler and Councilmember Stapp presented Mr. Bernal with the proclamation.

Officer Daniel Hansen introduced the participants in the Explorers Program and gave a presentation outlining the Mammoth Lakes Police Department Explorer Program. There was discussion among members of the Council and staff.

Town Attorney Andrew Morris outlined the information in the staff report.  There was discussion among members of Council and staff.

    Authorize the Town Manager to retain the services of BB&K to represent the Town in California Public Utilities Commission (CPUC) rulemaking proceeding to establish minimum speed and quality standards for broadband.

Councilmember Wentworth attended the Eastern Sierra Council of Governments Board meeting, attended the Mono County Local Transportation Commission meeting, and spoke with Elaine Kabala regarding RCRC revolving loan fund to assist with the $3.5 M grant.

Councilmember Stapp attended the MLH Open House regarding the Sierra Manor Road property.

Mayor Sauser attended the Local Transportation Commission meeting and announced that the Eastern Sierra Transit Authority (ESTA) would be holding a workshop on October 27th. 

Administrative Services/Finance Director Rob Patterson responded to Ms. Kreitz's question earlier in the meeting regarding the Housing Impact fees.

AT 7:11 p.m. the Mayor announced that the Council would be entering into closed session for the purposes as stated in the agenda.

The Council reconvened from closed session at 7:20 p.m. and announced that there was no reportable action taken.

The Council adjourned the meeting at 7:20 p.m.
