The Mayor called the meeting to order at 4:02 p.m. in the Council Chamber, 437 Old Mammoth Road, Suite Z, Mammoth Lakes.

Pat Foster led the flag salute.

Kendra Knight, Mammoth Disposal, wished the Council and the community a Happy Earth Month.

Acting Police Chief Dan Casabian introduced Police Recruits Magdalena (Maggie) Raya-Cruz and Jason Garcia Santana to the Council and the community. 

Lucero Solorio said that she was being evicted due to a remodel and asked for a moratorium on no fault evictions in Town.

    Appoint Dan Polis to serve as a member of the Building Advisory Committee/Board of Appeals, with a term expiring on April 1, 2024.

Town Manager Daniel C. Holler and Public Works Director Haislip Hayes gave an update regarding current efforts in response to the emergency. There was discussion among members of Council and staff.

PUBLIC COMMENT:

Pam Mitchell asked about the company doing the Town's road repair work and if prevailing wage was in effect for that work. Mr. Hayes responded that Black Gold Asphalt was doing the work using prevailing wage.  

Town Manager Daniel C. Holler outlined the information in the staff report. Town Clerk Jamie Gray reported that 62.64% of the petitions to renew the TBID had been received. There was discussion among members of Council and staff.

John Urdi, Executive Director of Mammoth Lakes Tourism, spoke in support of the TBID renewal. There was discussion among members of Council and Mr. Urdi. 

PUBLIC COMMENT:

John Morris, Director of Operations for Snowcreek Resort, member of the Lodging Association and member of the Mammoth Lakes Tourism Board, spoke in support of the TBID renewal with a ten year year. 

Ken Brengle, Executive Director of the Mammoth Lakes Chamber of Commerce, reported that the Chamber Board of Directors unanimously supported the renewal of the TBID with a ten year term. Mr. Brengle spoke in support of the TBID renewal with a ten year term.

Tom Cage asked about the item before the Council this evening. Mr. Holler and Mr. Urdi responded. Mr. Cage said that he supported marketing but that ten years was too long.

Teri Stehlik, Seasons 4 Condominium Rentals, asked about oversight of MLT's budget through the Town's contract with them. Mr. Holler and Town Attorney Andrew Morris responded.

Brent Truax, Managing Director of the Sierra Nevada Resort and Spa, spoke in support of the TBID renewal.

Kirk Schaubmayer, Alpenhof Lodge, spoke in support of the TBID renewal. 

John Mendel, Devil's Creek Distillery and member of the Mammoth Lakes Tourism Board, spoke in support of the TBID renewal.

Pam Mitchell spoke about supporting employees.

    Adopt the Resolution declaring its intention to renew the Mammoth Lakes Tourism Business Improvement District (MLTBID) and fixing the time and place of a public meeting and a public hearing thereon and giving notice thereof.

The Council reconvened from closed session at 6:25 p.m. and announced that there was no reportable action taken. 

The Council adjourned the meeting at 6:25 p.m.
