CALL TO ORDER AND ROLL CALL

The Mayor called the meeting to order at 4:02 p.m. in the Council Chamber, 437 Old Mammoth Road, Suite Z, Mammoth Lakes.

PLEDGE OF ALLEGIANCE

Town Attorney Andrew Morris led the flag salute.

3.

PUBLIC COMMENTS

The Public Comment portion of the agenda provides the public with an opportunity to address the Town Council on matters not otherwise listed on the agenda. Under California law the Town Council is prohibited from generally discussing or taking action on items not included in the agenda; however, the Town Council may briefly respond to comments or questions from members of the public. Therefore, the Town Council will listen to all public comment, but will not generally discuss the matter or take action on it. Requests for service from the Town may also be made at the Town offices during regular business hours. Members of the public desiring to speak on a matter appearing on the agenda should ask the Mayor for the opportunity to be heard when the item comes up for Council consideration.

REPORTS FROM COMMISSIONS AND/OR DEPARTMENTS (AS NEEDED)

Fred Wong, District Ranger for the Mammoth District, gave an update regarding snow grooming and the Reds Meadow Road Project. There was discussion among members of Council and Mr. Wong. 

Parks and Recreation Director Stuart Brown gave an update regarding current parks and recreation activities. There was discussion among members of Council and staff. 

Community and Economic Development Director Nolan Bobroff gave an update regarding current planning activities. There was discussion among members of Council and staff. 

5.1

Receive the monthly Parcel Affordable Housing Project Construction Update.

Community and Economic Development Director Nolan Bobroff outlined the information in the staff report. Shellan Rodriguez, SMR Development representing the Pacific Companies, gave an update regarding the current status of the project. Brad Glenn, Construction Superintendent for Pacific West Builders, gave a construction update. There was discussion among members of Council, Mr. Glenn, Ms. Rodriguez, Jennie Reed from Buckingham Property Management, and staff. 

5.2

Mammoth Main Base Redevelopment Project Update (Mammoth Mountain Main Lodge Area).

Jen Murillo, Lisa Wise Consulting, gave an update regarding the Mammoth Main Base Redevelopment Project.

STAFF PRESENTATIONS

6.1

Presentation of the 2023 Building Department statistics presented by Building Official Tom Perry.

Building Inspector Tom Perry presented the 2023 Building Department statistics. There was discussion among members of Council and staff.

7.1

Approve the minutes of the regular meeting of March 6, 2024.

7.2

Cancel April 17, 2024 Town Council Meeting.

7.3

Approve the resolution authorizing the purchase of the real property located at 1629 Majestic Pines Drive, Unit 91 in the Bigwood Condominium complex for the Town’s Housing NOW! BRIDGE Program.

7.4

Approve the resolution authorizing the sale of the real property located at 1629 Majestic Pines Drive, Unit 101 in the Bigwood Condominium complex under the Town’s Housing NOW! BRIDGE Program.

7.5

Approve the resolution authorizing the sale of the real property located at 449 Sierra Manor Road, Unit 12 in the Forest Meadows Condominium complex under the Town’s Housing NOW! BRIDGE Program.

7.6

Waive the reading and adopt by title only the ordinance amending Chapter 3.12 Transient Occupancy Tax and 5.40 Transient Rental of Residential Units of the Town of Mammoth Lakes Municipal Code. 

7.7

Waive the reading and adopt by title only the ordinance to terminate the moratorium on the issuance of Short-Term Rental Certificates.

7.8

Accept Payment Approval Report 3/7/24 in the amount of $1,552,886.71. Accept Payment Approval Report 3/14/24 in the amount of $109,139.44.

8.

PUBLIC HEARINGS

Public Hearing Procedure.
The Mayor will open the public hearing and then: Statement and presentation by staff. Statement and presentation by property owner or appellant. Questions from the Town Council. Call for testimony. Rebuttal to previous testimony by property owner or appellant. Close the public hearing, terminating public testimony. The Town Council will deliberate the matter and arrive at a decision.

8.1

2024/25 Parks and Recreation Department Fee Schedule Amendments.

The Mayor opened the public hearing at 5:29 p.m.

Parks and Recreation Director Stuart Brown outlined the information in the staff report. 

With no members of the public coming forward to speak, the Mayor closed the public hearing at 5:41 p.m.

  Approve by resolution the 2024/25 Parks and Recreation Department fee schedule amendments as presented in Exhibit B, as amended to change the Mammoth Rec Zone and Whitmore Pool Inyo Mono K-12 student rate to $45.

9.1

Presentation on budget performance through the second quarter of Fiscal Year 23-24 and approval of Budget Amendments.

Town Manager Rob Patterson outlined the information in the staff report. There was discussion among members of Council and staff.

  Adopt the resolution amending the Fiscal Year 23-24 budget as recommended in Attachment A – Budget Adjustments.
