CALL TO ORDER

Councilmember Bill Sauser will be participating in the meeting remotely from 808 Great Sky Court, N. Las Vegas, NV 89084. 

The Mayor called the meeting to order at 5:00 p.m. in the Council Chamber, 437 Old Mammoth Road, Suite Z, Mammoth Lakes.

PLEDGE OF ALLEGIANCE

Town Attorney Andrew Morris led the flag salute.

3.

PUBLIC COMMENTS

The Public Comment portion of the agenda provides the public with an opportunity to address the Town Council on matters not otherwise listed on the agenda. Under California law the Town Council is prohibited from generally discussing or taking action on items not included in the agenda; however, the Town Council may briefly respond to comments or questions from members of the public. Therefore, the Town Council will listen to all public comment, but will not generally discuss the matter or take action on it. Requests for service from the Town may also be made at the Town offices during regular business hours. Members of the public desiring to speak on a matter appearing on the agenda should ask the Mayor for the opportunity to be heard when the item comes up for Council consideration.

There were no public comments given at this time.

Opportunity to add urgency items pursuant to Government Code Section 54954.2(b)2, if necessary.

Town Manager Daniel C. Holler announced that the closed session item regarding employee negotiations was not necessary.

Approve the minutes of the special meeting of March 31, 2023.

Waive the second reading and adopt by title only the Ordinance authorizing the levy of special taxes in a Community Facilities District 2023-1.

6.5

Direct staff to schedule the interviews of the Building Advisory Committee/Board of Appeals applicants on April 26, 2023 starting at 4:10 p.m.

6.6

Waive the reading and adopt by title only the ordinance making the required CEQA and Municipal Code findings and approving Zoning Code Amendment 23-001.

6.7

Approve the Innsbruck Lodge Affordable Housing Project Grant Agreement with Mammoth Lakes Housing, Inc.

6.8

Accept Check Register 3/31/2023 in the amount of $1,439,272.28. Accept Check Register 4/6/2023 in the amount of $503,531.50.

PUBLIC HEARINGS

Public Hearing Procedure.
The Mayor will open the public hearing and then: Statement and presentation by staff. Statement and presentation by property owner or appellant. Questions from the Town Council. Call for testimony. Rebuttal to previous testimony by property owner or appellant. Close the public hearing, terminating public testimony. The Town Council will deliberate the matter and arrive at a decision.

Adopt the resolution ordering the detachment of territory from the North Village Benefit Assessment District 2002-2.

The Mayor opened the public hearing at 5:05 p.m.

Town Manager Daniel C. Holler outlined the information in the staff report. 

With no members of the public coming forward to speak, the Mayor closed the public hearing at 5:07 p.m.

Public Hearing on Resolution to Modify the 2018-23 Mammoth Lakes Tourism Business Improvement District Management Plan.

The Mayor opened the public hearing at 5:08 p.m.

Town Manager Daniel C. Holler outlined the information in the staff report.  

With no members of the public coming forward to speak, the Mayor closed the public hearing at 5:12 p.m.

  Modify the existing Mammoth Lakes Tourism Business Improvement District (MLTBID) Management District Plan (MDP) and declare results of majority protest proceedings; and adopt the proposed Resolution

POLICY MATTERS

8.1

Update and Council Direction on Response to Local Extreme Weather Declared Emergency, and Approval to Continue Emergency Road Repairs.

Town Manager Daniel C. Holler outlined the information in the staff report.  There was discussion among members of Council and staff.

  Approve findings to continue the authorized emergency road repair work as provided for in Resolution No. 23-24.

9.

COUNCILMEMBER REPORTS

Informational reports from Councilmember representatives on committees, commissions, and organizations; general reports on Councilmember activities

Mayor Pro Tem Sauser attended the Mammoth Trails Committee meeting and the Eastern Sierra Transit Authority Board meeting.

Councilmember Bubser attended the Eastern Sierra Transit Authority Board meeting.

Mayor Wentworth attended the Mammoth Voices discussion regarding flood and water concerns, the Mono Inyo Air Working Group meeting, the Mono County Local Transportation Commission meeting, the special Town Council meeting, and the Integrated Climate Adaption and Resiliency Program (ICARP) meeting. He conducted interviews with several southern California radio stations.

10.

CLOSED SESSION

AT 5:51 p.m. the Mayor announced that the Council would be entering into closed session for the purposes as stated in the agenda.

10.1

Pursuant to Government Code Section 54957, the Council will hold a conference to consider evaluation of a public employee: Town Manager.

10.2

Pursuant to Government Code Section 54957.6.(a), Conference with Labor Negotiators, the Council will meet with its representatives, Town Manager Daniel C. Holler, Administrative Services/Finance Director Rob Patterson, Community and Economic Development 

Sandra Moberly, and HR Manager Amanda Pelham with respect to the following Employee Organizations:  Mammoth Lakes General Employees Association, Mammoth Lakes Management Employees Association, and the Mammoth Lakes Public Works Employees Association.

ANNOUNCEMENT OF ACTION TAKEN AFTER CLOSED SESSION

The Council reconvened from closed session at 6:24 p.m. and announced that there was no reportable action taken.

12.

ADJOURNMENT

The Town Council will adjourn to a special meeting to be held on Wednesday, April 26, 2023 at 4:00 p.m.

The Council adjourned the meeting at 6:24 p.m.
