The Mayor called the meeting to order at 4:17 p.m. in the Council Chamber, 437 Old Mammoth Road, Suite Z, Mammoth Lakes.

Patricia Robertson led the flag salute.

The Public Comment portion of the agenda provides the public with an opportunity to address the Town Council on matters not otherwise listed on the agenda. Under California law the Town Council is prohibited from generally discussing or taking action on items not included in the agenda; however, the Town Council may briefly respond to comments or questions from members of the public. Therefore, the Town Council will listen to all public comment, but will not generally discuss the matter or take action on it. Requests for service from the Town may also be made at the Town offices during regular business hours. Members of the public desiring to speak on a matter appearing on the agenda should ask the Mayor for the opportunity to be heard when the item comes up for Council consideration.

Queenie Barnard, Mono County Assistant Clerk-Recorder-Registrar, provided an update on the upcoming election.

Opportunity to add urgency items pursuant to Government Code Section 54954.2(b)2, if necessary.

There were no additions to the agenda.

Community and Economic Development Director Sandra Moberly outlined the information in the Did You Know? housing flyer and announced that the public tour at The Parcel scheduled for tomorrow was sold out. There was discussion among members of Council and staff.

Outdoor Recreation Manager Lawson Reif thanked members of the Council for attending the ribbon cutting. He gave an update regarding current outdoor recreation activities.

Parks and Recreation Director Stuart Brown outlined the information in the 2022 Annual Program, Facility, and Activities Review presentation.

Sergeant Joseph Vetter and Sergeant Daniel Casabian gave an update regarding current police activities and announced that Officer Brian Madera had been appointed as the new School Resource Officer. There was discussion among members of Council and staff. 

Outdoor Recreation Manager Lawson Reif introduced Ms. Haselbauer to the Council and the community.

Town Manager Daniel C. Holler thanked Mr. Hayes for his years of service.

The Mayor called a recess at 4:57 p.m. and the Council reconvened at 5:06 p.m.

Mammoth Lakes Housing (MLH) Executive Director Patricia Robertson, MLH President Kirk Stapp, Vice President Jennifer Kreitz and Board Members Tom Hodges, Heidi Steenstra, and Tony Perkins attended the workshop.

Community and Economic Development Director Sandra Moberly, Senior Planner/Housing Coordinator Nolan Bobroff, and Ms. Robertson outlined the information in the Town Council and MLH Joint Meeting presentation. There was discussion among members of the Council, Board, and staff.

Councilmember Sarah Rea joined the meeting at 5:38 p.m.

MLH Vice President Jennifer Kreitz left the meeting at 6:02 p.m.

The Mayor called a recess at 6:13 p.m. and the Council reconvened at 6:26 p.m.

Janet Hatfield, Eastern Sierra Climate and Communities Resilience Project (ESCCRP) Forest Health Program Manager, outlined the information in the ESCCRP Progress Update and requested a letter of support from the Council for the Sierra Nevada Conservancy (SNC) Directed Grant. There was discussion among members of Council and Ms. Hatfield.

SPEAKING FROM THE FLOOR:

Fred Wong, Inyo National Forest (INF) Mammoth District Ranger, spoke about the coordination and process of the project.

Ales Tomaier, Mammoth Lakes Fire Protection District (MLFPD) Fire Chief, spoke about the changing culture related to forest management and the manpower and equipment our community had access to to combat fires. Chief Tomaier spoke in favor of this project.

Stacy Corless, Mono County Supervisor and representative of the Rural County Representatives of California (RCRC) and the Executive Committee States' Wildfire and Resilience Task Force, announced that there were great local education resources available at the Eastern Sierra Wildfire Alliance (ESWA) website. Supervisor Corless said that the Citizens Wildfire Academy through the Eastern Sierra Council of Governments (ESCOG) series final presentation would be held on October 17th and would include information regarding fire insurance. She voiced her support of prescribed burning in Reds Meadow and this project in general, and spoke about the State's available funding for wildfire mitigation.

There was discussion among members of Council, Ms. Hatfield, Mr. Wong, and Ms. Corless.

Public Works Director Haislip Hayes outlined the information in the staff report.

SPEAKING FROM THE FLOOR:

Phil Moores, Eastern Sierra Transit Authority (ESTA) Executive Director, provided information about limitations on the range of where each bus could go on its route given time constraints.

Stacy Corless requested coordination with Yosemite Area Regional Transportation System (YARTS) and announced that there was a YARTS planning and strategy session in two weeks and invited Mr. Hayes to attend. Ms. Corless said that she appreciated the Town's efforts with trying to find busing solutions.

John Guatelli spoke on behalf of the Woodman neighborhood and said that they appreciated being heard on the busing issue. He said that personally he was in favor of the gray line which had been discussed in the presentation.

There was discussion among members of the Council,  Mr. Moores, Ms. Corless, and staff.

Councilmember Sauser recused himself and left the meeting due to his ownership of property within 500 fee of The Parcel. 

Councilmember Rea recused herself and left the meeting due to her rental of property within 700 feet of The Parcel.

Community and Economic Development Director Sandra Moberly and Project Manager Shellan Rodriguez outlined the information in the staff report. There was discussion among members of Council and staff.

Councilmembers Rea and Sauser returned to the meeting.

SPEAKING FROMTHE FLOOR:

Betsy Truax, Town Council Candidate and former Chair of the Parks and Recreation Commission, spoke about the history of the Community Recreation Center (CRC) project and the importance of making sure this facility served our community.

Informational reports from Councilmember representatives on committees, commissions, and organizations; general reports on Councilmember activities

Councilmember Sauser attended the Over Snow Vehicle (OSV) Subpart C meeting yesterday.

Mayor Pro Tem Wentworth reported that he was involved in the California Wildfire Resilience Taskforce and made a presentation in Grass Valley and prior to that made a presentation to Region 5 Forest Leadership. Mr. Wentworth attended the recent OSV Subpart C meeting and the September 29th Restaurant Association meeting regarding reusable containers.

Councilmember Stapp reported on the Mammoth Lakes Housing (MLH) wait list..

Mayor Salcido listened in on the Wildfire Resilience Taskforce meeting, and attended the Mammoth Lakes Chamber's Diversity Workshop, the Chamber's Candidate Forum, and the Mono County and Town of Mammoth Lakes Liaison Committee meeting. 

There was discussion among members of the Council.

The Council reconvened from closed session at 9:18 p.m. and the Town Manager announced that there was no reportable action taken. 

The Town Council will adjourn to a regular meeting to be held on Wednesday, October 19, 2022 at 4:00 p.m.

The Council adjourned the meeting at 9:18 p.m.
