CALL TO ORDER

The Chair called the meeting to order at 1:38 p.m. in the Council Chamber, 437 Old Mammoth Road, Suite Z, Mammoth Lakes.

PUBLIC COMMENTS

Donna Cecena, Captain of the Women's Mammoth High School Soccer Team, thanked the Commission for clearing the Whitmore field so they could play. There was discussion among members of the Commission and Ms. Cecena.

Update on the new Community Recreation Center at Mammoth Creek Park.

Approve the minutes of the regular meeting of January 4, 2022.

Resolution making findings to allow the Recreation Commission to meet virtually during the COVID-19 pandemic declared emergency.

DISCUSSION ITEMS

4.1

Presentation on Long Range Capital Improvement Plan (CIP) Projects

Public Works Director Haislip Hayes outlined the information in the staff report. There was discussion among members of the Commission and staff.

Commissioner Sean Turner joined the meeting at 2:02 p.m.

4.2

Parks and Recreation Department Monthly Report

Parks and Recreation Director Stuart Brown and Recreation Manager Kat Kelly outlined the information in the staff report. There was discussion among members of the Commission and staff.

4.3

2022 Parks and Recreation Department Strategic Workplan

Parks and Recreation Director Stuart Brown outlined the information in the staff report. There was discussion among members of the Commission and staff.

CONSENSUS:

Delete "New" from recreation amenities and add community tennis courts to the recreation amenities list.

2022 Youth Sports Funding Program

Recreation Manager Kat Kelly outlined the information in the staff report. There was discussion among members of the Commission and staff.

  Approve the 2022 Youth Sports Funding allocation, timeline, and application material for award. Allocate the full $36,800 to youth sports programs in 2022. Approve March 22, 2022 for the Spring Youth Sports Funding Workshop. Approve October 11, 2022 for the Fall Youth Sports Funding Workshop.

5.

COMMISSIONER REPORTS

Commissioner Constable thanked Town staff for clearing Whitmore Track. 

Commissioner O'Connell said that he had joined the Race Department for the High School Race Team.

Chair Truax attended the Town ethics training. She said she would be attending the California Park and Recreation Society Conference in March. She said she viewed the Town's new electric Zamboni.

REQUEST FOR AGENDA ITEMS

There was discussion among members of the Commission and staff.

The March agenda will include the fee schedule, a discussion regarding Municipal Code Chapter 2.40 - Powers and Duties of Recreation Commission, a discussion regarding topics for the joint Town Council workshop, the monthly department report, and the Community Recreation Center (CRC) update.
